Programming blues

I have been developing an application "Boosterpack" board for the MSP-EXP430F5529LP Launchpad board.  During normal running operations things are hunky-dunky.  During a programming phase, however, I have consistent problems.  If the booster pack board is mounted on the Launchpad programming the flash hangs in the middle of the process somewhere.  If the booster pack is removed the flash is written just fine, and the booster can be remounted and started.  I am drawing +5V and +3.3V from the 20-pin connectors and not the aux connectors.  Is there some aspect of loading on either the power rails or signal lines which can manifest a hang during programming only?  I am really hoping I don't have to put MOSFET switches across the signal busses as I don't have the real estate for that.
